General Description:
The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Veteran Land and Housing, Loan Origination Division. Performs moderately complex (journey-level) loan specialist work. Work involves setting up, processing, servicing, and monitoring loans. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Essential Job Elements:
Sets up new loans. Process 92%-96% of all newly assigned land applications ( VHIP, forfeited file and land applications) within 48-72 hours of receipt to comply with RESPA. This process consists of entering information into the database, checking for multiple use and mailing disclosures. Performs underwriting to determine the economic feasibility of loans using local, state, and federal guidelines. Maintain a 92%-96% accuracy rate on all newly assigned files. Conduct reviews and audits of loan closing packages and materials to determine compliance with requirements, contracts, laws, rules, regulations, policies, and procedures, and ensures all loan documents are properly executed. Perform 92%-96% of assigned new Land file reviews within three days of receipt to comply with RESPA. Advises borrowers regarding loan processes and procedures, and acts as a liaison with tax entities and insurance companies. Move 30%-40% of all completed assigned Applications to the Loan Processor.

Graduation from an accredited four-year college or university with major coursework in finance, business administration, real estate, or related field is generally preferred. Two (2) year's experience in finance, banking or real estate work. Education and experience may be substituted for one another.

Preferred Qualifications:
Experience in mortgage loans by setting up, processing, servicing and monitoring loans. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. 2-3 years of recent mortgage loan processing experience

Knowledge, Skills, Abilities:
Knowledge of mortgage industry rules & regulations. Skill in statistical concepts, methods, and mathematics; and in working accurately with numerical detail. Ability to communicate effectively. Ability to attend work regularly and adheres to established work schedule in accordance with agency leave and attendance.

Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
